Program Year 2022–23

The Employment Development Department (EDD), in coordination with the California Labor and Workforce Development Agency, announces the availability of up to $18 million from the State of California General Fund for the English Language Learner (ELL) Integrated Education and Training (IET) Fund PY 22-23 SFP. The purpose of this SFP is to fund projects that incorporate an IET program model to support ELLs with full wrap around services and prepare them for in-demand, high quality jobs. The awardees will be responsible for developing or expanding IET course offerings in partnership with employers and educations providers, and utilizing documented best practices and evidence-based strategies.

Proposal applications must be received no later than 3 p.m. on Thursday, March 16, 2023. For more information, refer to the SFP.

The Employment Development Department (EDD), in collaboration with the Labor and Workforce Development Agency, the Governor’s Office of Planning and Research (OPR), and the Governor’s Office of Business and Economic Development, announces the availability of up to $50 million in the Economic Development Pilot SFP for PY 22-23. The purpose of this SFP is to fund projects that have already emerged from existing regional processes or plans and are ready for implementation. This gives regions the opportunity to showcase innovative projects that advance the goals of CERF. These projects will align with the high road focus of the program and will demonstrate potential uses of CERF Implementation Phase funding.

Proposal applications must be received no later than 3 p.m. on Monday, February 13, 2023. For more information, refer to the SFP.

The Employment Development Department (EDD), in coordination with the California Labor and Workforce Development Agency (LWDA), announces the availability of up to $8 million from the State of California General Fund for the Emergency Medical Services (EMS) Intermediary Program Year 2022-23 (PY 22-23) SFP. The purpose of this SFP is to fund an organization to serve as the Intermediary between program awardees in the forthcoming Targeted EMS Corps Program SFP and state government stakeholders including the EDD and LWDA. The Intermediary will be responsible for identifying potential service areas, project partners, and to assist in the development, implementation, and facilitation of Targeted EMS Corps program sites.

On December 6, 2022, the Employment Development Department, on behalf of the Labor and Workforce Development Agency, announced the availability of up to $ 1.6 million in the Workforce Innovation and Opportunity Act Governor’s discretionary funds for the Equity Target Population Fund (ETPF) Technical Assistance (TA) Program Year 2022-23 (PY 22-23) grant. The ETPF TA PY 22-23 initiative will assist the ETPF PY 22-23 and Equity and Special Populations (ESP) PY 21-22 program awardees with the continued development and refinement of projects that accelerate employment strategies for those populations targeted by the grant experiencing significant barriers to employment. The ETPF TA grant will fund an organization with the expertise to support workforce development equity projects that drive success, innovation, and systems change in underserved populations and foster learning for continuous improvement, successful outcomes, and profound impact. These funds will create communities of practice and provide continued support to address project challenges and successes.

Federal Funding Disclosure: The Equity Target Population Fund Technical Assistance Grant Program is funded by a grant award totaling $1,6000,000 (100%) from the U.S. Department of Labor, with $0 (0%) financed from non-federal sources.

The Employment Development Department in collaboration with the Labor and Workforce Development Agency, the Governor’s Office of Planning and Research, and the Governor’s Office of Business and Economic Development announces the availability of up to $3.75 million in the Community Economic Resilience Fund (CERF) Program Evaluation, Program Year 2022-23 SFP. The evaluator will lead the design and implementation of evaluating the planning and implementation phases of CERF.

Proposals will be accepted from organizations such as the following:

  • Non-profit organizations, foundations, philanthropies, and research organizations 
  • Community-based organizations
  • Institutions of higher education or consortiums of these institutions 
  • Education and Training Providers 
  • Business-related non-profit and for-profit organizations 
  • Labor organizations and workforce intermediaries

On November 3, 2022, the Employment Development Department, on behalf of the Labor and Workforce Development Agency, announced the availability of up to $8 million in the Workforce Innovation and Opportunity Act Governor’s discretionary funds for the Equity Target Population Fund (ETPF) Program Year 2022-23 (PY 22-23) grant program. The ETPF grants will be awarded to design and implement projects that accelerate equity in employment and develop innovative employment strategies for populations that face significant barriers to employment by combining demand-driven training and education with tailored wrap-around services. Applicants to the ETPF PY 22-23 program may propose to serve one or more of the following special populations: disconnected young adults, justice-involved individuals, people with disabilities, and veterans.

Proposals will be accepted from public and private non-profit organizations, Local Workforce Development Areas, education and training providers, tribal organizations, faith-based organizations, and community-based organizations. On October 20, 2022, $55 million of General State funds were awarded under the solicitation for proposals for the Community Economic Resilience Fund Program. The funds awarded will support the High Road Transition Collaboratives in the development of roadmaps, including a strategy and recommended series of investments, for their region.

On August 16, 2022, the Employment Development Department awarded $2,500,000 of Wagner-Peyser Act 10 Percent Discretionary Funds to five organizations under the Deaf and Hard of Hearing (DHH) Grant Solicitation for Proposals for Program Year 2022-23. The program assists DHH individuals in searching, obtaining, and retaining unsubsidized employment, and career advancement opportunities. These services are provided at selected America’s Job Center of CaliforniaSM sites. Project descriptions, award amount, and contact information are listed below. Award decisions are final.

The Employment Development Department released an SFP for the Campesino de California Outreach Grant – Complaint System Awareness and Referral Program for Program Year (PY) 2022-23.

This SFP makes available up to $150,000 for regional projects during PY 22-23. Each project must establish access points statewide for accepting and referring complaints to the nearest America’s Job Center of CaliforniaSM EDD Complaint Specialist. The goal of this initiative is to create partnerships with organizations currently serving the Migrant and Seasonal Farmworkers community to reduce barriers and expand access points to the Employment Service and Employment-Related Law Complaint System.

The SFP is open to non-profit public or private agencies, community and faith-based organizations, tribal government, and educational institutions.

Proposal applications must be received no later than August 8, 2022 at 3 p.m. Please refer to the SFP for more information.

On July 8, 2022, the Employment Development Department awarded $100,000 of Wagner-Peyser Act 10 Percent Discretionary Funds to one organization under the Campesino de California Outreach Grant – Radio Media SFP Program Year (PY) 2022-23. Program Year 2021–22

On June 9, 2022, $1.2 million of Workforce Innovation and Opportunity Act Governor’s Discretionary funds were awarded to one organization under the solicitation for proposals for the Equity and Special Populations Technical Assistance and Evaluations grant for Program Year 2021-22. The funds awarded will focus on providing technical assistance and evaluation to implementing projects that prepare Californians with barriers to employment for quality jobs with livable wages.

On February 22, 2022, $11,451,835 of Workforce Innovation and Opportunity Act Governor’s Discretionary funds were awarded to 19 organizations under the solicitation for proposals for the Equity and Special Populations grant for Program Year 2021-22. The funds awarded will focus on implementing projects that prepare Californians with barriers to employment for quality jobs with livable wages.

On June 14, 2021, $750,000 of Workforce Innovation and Opportunity Act, 25 percent additional assistance funds were awarded to three organizations under the solicitation for proposals for the Dislocated Youth Worker Innovation Challenge grant. The funds awarded will focus on implementing pilot projects that create career pathways for dislocated youth workers who face barriers to employment.

On April 7, 2021, we released a Solicitation for Proposals (SFP) for the Campesino de California Outreach Grant – Radio Media.

This SFP makes available up to $100,000 in funding for the development and implementation of radio talk shows aimed at reaching domestic and foreign Migrant and Seasonal Farmworkers (MSFW) and their families to inform them about workforce programs and other community services available to them.

The primary goal of this grant is to enhance existing outreach channels to support the outreach efforts by government, community-based organizations (CBO), and partners serving MSFWs in rural and hard to reach communities.

The SFP is open to non-profit public or private agencies, community and faith-based organizations, tribal government, and educational institutions. Individuals are not eligible to apply.

On July 1, 2021, we awarded five grants totaling $2,500,000 under the Solicitation for Proposal for the Deaf and Hard of Hearing Services for Program Year 2021-22. The program assists DHH participants in searching, obtaining, and retaining unsubsidized employment, and career advancement opportunities. These services are provided at selected America’s Job Center of California locations.

Funding decisions are final.

Program Year 2020–21

On May 7, 2021, $1.6 million of Workforce Innovation and Opportunity Act Governor’s Discretionary funds were awarded to six organizations under the solicitation for proposals for the English Language Learners grant. The funds awarded will focus on implementing integrated education and training models to prepare Californians with barriers to employment resulting from limited English language proficiency for high-quality jobs with sustainable wages and upward mobility. An additional $200,000 was awarded to one organization to provide technical assistance to the programs and produce a final report outlining successes and opportunities for improvement.

On May 14, 2021, $2 million of Workforce Innovation and Opportunity Act Governor’s Discretionary funds were awarded to six organizations under the solicitation for proposals for the Disability Employment Accelerator grant. The funds awarded will focus on implementing models that create career pathways for Californians with disabilities who face barriers to employment.

On May 14, 2021, $4.9 million of Workforce Innovation and Opportunity Act Governor’s Discretionary funds were awarded to 11 organizations under the solicitation for proposals for the Veterans’ Employment-Related Assistance Program grant. The funds awarded will support the implementation of technology-enabled education and training that allows veterans to develop the skills necessary for employment in high quality jobs with sustainable wages.

On October 30, 2020, the Employment Development Department awarded $100,000 of Wagner-Peyser Act 10 percent discretionary funds to one organization under the Campesino de California Outreach Grant – Radio Media SFP PY 20-21.
