The Employment Development Department (EDD), in coordination with the California Labor and Workforce Development Agency (LWDA), announces the availability of up to $1.4 million from the Workforce Innovation and Opportunity Act (WIOA) Governor’s Discretionary Fund for the Employment Social Enterprise (ESE) Technical Assistance (TA) funding opportunity for Program Year 2022-23 (PY 22-23). The ESE TA awardee will be responsible for providing meaningful technical assistance to ESE PY 22-23 program awardees as they plan and implement social enterprise projects that accelerate outcomes for underserved populations facing significant barriers to employment.

The TA awardee will provide individualized assistance based on each program awardee’s project focus,  the unique barriers of the target populations being served, and the industry sectors and geographic regions involved. These efforts should support Social Enterprise intervention strategies that provide work-based learning, work experience, and the supportive services necessary to help improve employment outcomes. The ESE program will provide support to California’s most vulnerable populations, transitioning participants into the workforce by placing them into supported employment settings that allow them to earn wages while improving their job skills and building work experience.  

Applicants must be organizations with the capacity, relationships, and expertise to deliver the necessary TA services statewide, including public workforce development agencies, human service or social service agencies, community-based organizations, business-related non-profit organizations, non-profit or for-profit social benefit corporations, labor organizations, workforce intermediaries, and organizations with operational components similar to those currently associated with the Social Enterprise model. Individuals are not eligible to apply.

Proposals must be received by 3 p.m. on May 15, 2023. An informational webinar will be held on April 25, 2023, at 10 a.m. PT. Pre-registration is required. The EDD encourages applicants to submit a Notice of Intent to apply by May 2, 2023, at 12 noon to WSBGrants@edd.ca.gov.
