Workforce Services Information Notice
WSIN24-33
Issued: March 17, 2025
The Employment Development Department (EDD), on behalf of the Labor and Workforce Development Agency, is pleased to announce the award of $27,899,307 in Workforce Innovation and Opportunity Act 15% Governor’s discretionary funds for the Opportunity Young Adult Career Pathway Program (OYACPP) grant for Program Year 2024-25 (PY 24-25) Solicitation for Proposals to fifteen organizations.
The OYACPP PY 24-25 grant aims to prepare and place opportunity young adults in living-wage jobs through culturally competent services and programs tailored to the needs of young people with barriers such as unemployment or underemployment, as well as those with backgrounds in the foster care, homeless, or justice systems. The selected OYACPP organizations will employ best practices to accelerate employment into good-quality jobs in industries such as health, infrastructure, agriculture, manufacturing, and public sector career pathways.
With this funding, the awarded organizations will test and demonstrate program strategies to improve employment outcomes and reduce persistent economic inequities for opportunity young adults aged 18-28. The awardees will help their participants access good-quality jobs that offer family-sustaining wages, benefits, predictable hours, career advancement, and worker voice. In addition, these organizations will provide wrap-around support and services to increase the likelihood of program completion, employment outcomes, and career pathway advancement, including comprehensive case management with a trauma-informed lens.
The EDD expects that the performance period will be between 18-24 months. A list of the awardees and descriptions of their projects is available on the EDD Workforce Development Solicitations for Proposals webpage.
