How to Participate in State Information Data Exchange System Web Service

Follow the steps below to participate in the State Information Data Exchange System (SIDES) Web Service. For complete instructions on how to participate, view SIDES Web Service Supplemental User Guide (PDF) or visit the National UI SIDES website.

Step 1: File a Power of Attorney Declaration

To participate in SIDES Web Service, a Third-Party Administrator (TPA) must be registered as a counseling service agent with the EDD and have a current Power of Attorney (POA) Declaration (DE 48) (PDF) on file for each business they represent.

Note: Step 1 is not required for employers.

Step 2: Sign a Participation Agreement

To complete a participation agreement and obtain your broker ID, contact the National Association of State Workforce Agencies (NASWA).

Step 3: Participate in SIDES Web Service with the EDD

Once you have completed your participation agreement with NASWA, the EDD and NASWA will contact you to finalize your SIDES Web Service participation.

Step 4: Perform System Testing

To use the SIDES Web Service, you must complete two rounds of testing: certification and end-to-end testing.

Certification testing: Validates that your connector can communicate with the national SIDES Broker.

End-to-end testing: Ensures that you are able to connect to the national SIDES Broker, receive your email notifications, and retrieve and respond to requests for information.

Step 5: Start Using SIDES Web Service

Once you have successfully completed all the necessary steps to participate in SIDES Web Service, you can begin using it.

Note: Participating in SIDES will reduce, but not eliminate, the paper Notice of Unemployment Insurance Claim Filed (DE 1101CZ) forms you receive. If you receive a paper form, complete and mail the form within 10 days of the mail date.

Keep Your Client List Up to Date

It is your responsibility to keep your client list updated with the EDD. If the EDD cannot determine your relationship with the client, the client will receive a paper Notice of Unemployment Insurance Claim Filed (DE 1101CZ) (PDF).
