The US Department of Labor's Occupational Safety and Health Administration (OSHA) announces the availability of $12,787,000 in funding for the new Susan Harwood Training Grant Programs for (1) Training and Educational Materials Development and (2) Targeted Topic Training grants. The grants help organizations annually develop and conduct occupational safety and health training and educational programs for small-business employers and workers. These organizations train eligible workers and employers on workplace hazards, hazard avoidance, controls, workers' rights, and employers' responsibilities under the Occupational Safety and Health Act (OSH Act). Applicants must propose developing and conducting instructor-led training addressing no more than two of the OSHA-specified training topics. This grant program restricts organizations to one grant award per fiscal year. If an organization submits multiple applications for this or other Harwood funding opportunities, OSHA will review the most recent viable application package.

Purpose of the Grant

This funding opportunity prioritizes investment and funding to train workers and employers impacted by working in high-hazard industries, industries with high fatality rates, or whose workforce has historically had disadvantaged access to occupational safety and health training (including young workers, temporary, minority, low literacy, limited-English speaking, and other disadvantaged and hard-to-reach workers and worker communities). The lead applicant will be responsible for most of the program activities. The grant seeks to increase access to life-saving training by encouraging grantees to offer it in other languages.

Eligibility

Eligible applicants include the following:

  • Nonprofit organizations
  • Institutions of higher education
  • OSHA-approved State Plans that receive grants under section 23(g) of the OSH Act
  • Entities that operate On-Site Consultation programs that receive grants under Section 21(d) of the OSH Act
  • OSHA authorizes OSHA Training Institute (OTI) Education Centers under Section 21(c) of the OSH Act.

Funding Details

Through both grants, the DOL will fund approximately 100 projects nationwide. The maximum individual grant award is $215,000 for the Targeted Topic Training and $95,000 for the Training and Educational Materials Development program, and applicants are not required to provide cost-sharing or a match for either proposed project. This grant program restricts organizations to one grant award per fiscal year. If an organization submits multiple applications for these or other Harwood funding opportunities, OSHA will review the most recent viable application package.

Applications submitted in response to the Targeted Topic Training grant must propose developing and conducting instructor-led training addressing no more than two of the OSHA-specified training topics. Applications submitted in response to the Training and Educational Materials Development grant must propose developing new training materials that address one of the OSHA-specified training topics and validate them through an instructor-led classroom training.

Applications will be accepted until July 31, 2026, at 11:59 p.m. Eastern time.
