Grants Forecast for Program Year 2025-26

The Employment Development Department (EDD), in coordination with the California Labor and Workforce Development Agency (LWDA), has forecasted a list of Solicitations for Proposals (SFPs) which are anticipated to be released during the 2025-26 program year. The anticipated grant opportunities, release dates, and award amounts are estimates and subject to change without notice.

WIOA 15%

Employment and Training Pathways Program Grant

Anticipated release: October 2025

A total of $16.3 million will be available for the ETPP grant. The grant will be awarded to design and implement projects that accelerate pathways into good-quality jobs and develop innovative employment training strategies for populations facing significant barriers, combining demand-driven training and education with tailored wrap-around services. The EDD anticipates awarding 8-32 organizations for an award amount of $500,000 - $2 million.

Employment Pathways Technical Assistance Grant

Anticipated release: November 2025

A total of $1.5 million will be available to support a technical assistance provider responsible for ensuring the evaluation follows best practices for rigorous, transparent, and reproducible analysis within the Employment and Training Pathways Program and prior related grants. The grantee is expected to serve as a learning partner, providing data-driven recommendations to inform the decision-making by state leadership and grant programs. The outputs of the evaluation, including progress reports and evaluation analysis reports, will guide adaptations, strategic shifts, and ongoing recommendations as new insights emerge, supporting real-time feedback and continuous learning. Additionally, the grantee will be responsible for coordinating shared learning among current EDD technical assistance providers through a community of practice. The EDD anticipates awarding one organization for an award amount of $1.5 million.

Farmworkers Advancement Program Round 3 Grant

Anticipated release: November 2025

A total of $5 million will be available for the third round of the Farmworker Advancement Program. The FAP grants are awarded to research, design, and implement projects that focus exclusively on farmworker needs at a regional level by offering essential skills training to continue working in the agricultural industry or prepare farmworkers for employment outside of the agricultural sector. There will be one funding track for all projects. Applicants can apply for up to $1,000,000 for programs that demonstrate a track record of workforce outcomes. The EDD anticipates awarding 5-7 organizations for an award amount of $1 million.

Regional Coordination Program

Anticipated release: January 2026

A total of $10 million will be available for the Regional Coordination project. The grant will be awarded to provide services to all Labor and Workforce Development Boards and to design and implement projects that revamp current Regional Planning Units (RPUs). The EDD anticipates awarding at least one organization for an award amount up to $10 million.
