ETP Report Deadlines for PY 24

Per the Workforce Services Directive ETPL Policy and Procedures (WSD21-03)  and Training and Employment Guidance Letter (TEGL) 3-18 (PDF), the Employment Development Department (EDD) is required to submit California’s Eligible Training Provider (ETP) Report to the Department of Labor (DOL) annually by October 1. The ETP Report gathers critical information, including the employment, earnings, and credentials obtained by students in the training program. This information will be widely disseminated to assist participants and members of the general public with identifying effective training providers and programs. All training providers that were on the Eligible Training Provider List (ETPL) at any time during Program Year (PY) 2024 (July 1, 2024 – June 30, 2025) are required to submit performance data for the ETP Report as outlined in the CA ETP Assurances Form. Programs that do not submit the required All Student performance data may be removed from the ETPL.

Reporting Timeline

The EDD established the reporting timeline below for the PY 24 Workforce Innovation and Opportunity Act (WIOA) ETP Report. The following are key dates for PY 24 ETP Report submission process:

July 1, 2025

The EDD will generate the PY 24 ETP Report file and begin reviewing the file for accuracy.

July – August 2025

The EDD will compile and send out ETP Report errors to the Local ETPL Coordinators to resolve. The EDD will resolve errors for providers and programs no longer on the ETPL.

Local ETPL Coordinators must work with training providers to ensure their PY 24 All Student performance data is captured in CalJOBSSM.

August 29, 2025

PY 24 All Student performance data must be entered into CalJOBS.

Time Periods for All Student Data for PY 24 ETP Report

The following are definitions and time periods for all student (both WIOA and non-WIOA enrollment) performance data elements in the PY 24 ETP Report:

Data Element Definitions

Total Enrolled:

Total number of participants enrolled in the program in PY 24 (07/01/24 – 06/30/25).

Total Program Exiters:

Total number of those who exited (withdrew, transferred out, or completed) from 4/1/24 – 3/31/25.

Total Completers:

Total number of those who completed the program successfully (exited and completed) from 4/1/24 – 3/31/25.

Credentials:

Total number of those who exited the program and earned an industry-recognized credential from 1/1/23 to 12/31/23.

Total 2nd Quarter Exiters:

Total number of those who exited and successfully completed the program from 7/1/23 – 6/30/24.

Employed 2nd Quarter:

Total number of those who exited and successfully completed the program from 7/1/23 – 6/30/24 and were employed 2 quarters after.

Median 2nd Quarter Earnings:

The median earnings of those who exited and successfully completed the program from 7/1/23 – 6/30/24 and were employed 2 quarters after. 

Average 2nd Quarter Earnings:

The average earnings of those who exited and successfully completed the program from 7/1/23 – 6/30/24 and were employed 2 quarters after.

Total 4th Quarter Exiters:

Total number of those who exited and successfully completed the program from 1/1/23 – 12/31/23.

Employed 4th Quarter:

Total number of those who exited and successfully completed the program from 1/1/23 – 12/31/23 and were employed 4 quarters after. 

Average 4th Quarter Earnings:

The average earnings of those who exited and successfully completed the program from 1/1/23 – 12/31/23 and were employed 4 quarters after.

Training providers should reach out to their Local ETPL Coordinator for assistance regarding performance definitions and reporting requirements. The list of Local ETPL Coordinators can be found by expanding “Training Providers” on the EDD’s Eligible Training Provider List website.
