The Employment Development Department (EDD) in coordination with the California Department of Rehabilitation, on behalf of the California Labor and Workforce Development Agency (LWDA), announces the availability of up to $1.5 million from the Workforce Innovation and Opportunity Act (WIOA) Governor’s Discretionary Disability Access, Equity, and Inclusion (DAEI) Technical Assistance (TA) and Developmental Evaluation (DE) for Program Year 2024-25 (PY 24-25) Solicitation for Proposals (SFP) grant.

The DAEI TA DE PY 24-25 awardee will be responsible for providing meaningful TA to DAEI pilot awardees as they design, develop, and implement projects that support lasting cross-systems collaboration, co-enrollment, co-case management, and cross-training strategies. These strategies will be between WIOA Title I and IV programs to improve employment outcomes for people with disabilities (PWD) and for conducting a developmental evaluation that builds on lessons learned and memorializes recommendations for scaling successful strategies statewide. The DAEI TA DE awardee will assist pilot awardees by providing ongoing guidance, technical assistance, training, and stakeholder coordination support to help projects create sustainable workforce programming for people with disabilities following the project’s goals of disability access, equity, and inclusion.

Eligible applicants for the DAEI TA DE PY 24-25 grant must be organizations with the capacity, relationships, and expertise to deliver the necessary TA services statewide. Proposals will be accepted from Community Colleges, Adult Education Providers, Education and Training Providers, County Social Service Agencies, Community-Based Organizations, Business-Related Non-Profit Organizations, Labor Organizations, and Workforce Intermediaries. Individuals are not eligible to apply. Applicants must reside in the US but do not need to reside in California; however, they must have experience working with dislocated workers and demonstrated capacity to provide technical assistance in California.

An informational webinar will be held on September 17, 2024, at 1 p.m. PT. Pre-registration is required for all attendees. Please register by September 17, 2024, at noon PT.

Proposals must be received by 3 p.m. PT on October 8, 2024.
