Enroll in e-Services for Business as a Representative

Enroll as Representative if one of the following applies to you:

  • You are a third-party representative enrolling to manage your client’s employer payroll tax account such as a tax preparer, bookkeeper, agent, or accountant.
  • You are an employee enrolling to manage your employer’s payroll tax account.
  • You are only submitting the Report of Independent Contractor(s) (DE 542).

Steps to Follow

With e-Services for Business, you can apply for an employer payroll tax account number, file tax returns and wage reports, make payments, and manage the employer payroll tax accounts you represent.

e-Services for Business is the fast, easy, and secure way to manage employer payroll tax accounts online 24 hours a day, 7 days a week.

Follow the steps below to enroll in e-Services for Business to get online access to an employer payroll tax account.

  1. Go to e-Services for Business.
  2. Select Enroll.
  3. Enter the required information and select Continue.
  4. Choose your security questions and answer each question, then select Continue.
  5. Review the Enrollment Summary and print a copy for your records, then select Submit.
  6. Select the verification link in the email we sent you to complete the enrollment process.

Important: If you do not verify your email address within 24 hours, you will need to restart the enrollment process.

  1. Select Existing Employer, then select Next.
  2. Review the information on the Getting Started screen, then select Next.
  3. Select No on the Enrollment Type – Employer screen, then select Next.
  4. Select Yes on the Enrollment Type – Representative screen, then select Next.
  5. Complete the required fields, then select Next.
  6. Review the Enrollment Request, then select Submit.

Register for an Employer Payroll Tax Account Number

Before you begin, review the complete list of required documents to complete registration.

Log in to e-Services for Business.

  1. Select Register a New Account (DE 1) from the I Want To panel.
  2. Complete the online registration application.
  3. Select Submit.

Access Employer Payroll Tax Accounts Online

Log in to e-Services for Business.

  1. Select More...
  2. Select Add Access to Another Account from the Access Management panel.
  3. Complete the required fields. For each employer’s payroll tax account number you need access to, be prepared to provide one of the following:
    • Total Subject Wages Reported from one of the last three filed Quarterly Contribution Return and Report of Wages (Continuation) (DE 9C).
    • Reserve Account Balance from the most recent Notice of Contribution Rates and Statement of UI Reserve Account (DE 2088).
    • Payment Amount one of the last five payments received by the EDD.
  4. Select Next.
  5. Review the information you entered, then select Submit.

Note: If the employer has not submitted returns or payments before, you will have the option to select New Employer.

You are now authorized to access the account in e-Services for Business.
