Workforce Services Information Notice
WSIN25-25
Issued: April 8, 2026
The Employment Development Department (EDD), on behalf of the Labor and Workforce Development Agency, is delighted to announce the award of $16,286,345.11 in Workforce Innovation and Opportunity Act (WIOA) Title I Governor’s discretionary funds for the Employment and Training Pathways Program (ETPP) for Program Year 2025-26 (PY 25-26) Solicitation for Proposals.
The ETPP intervention strategies will integrate cohort-based training with robust support services and strong employer partnerships that drive training for specific in-demand jobs. Building on the lessons learned from prior investments, leveraging other state investments, aligning with the Governor’s priorities, and informed by stakeholder feedback, the ETPP aims to train and place individuals in jobs and career pathways leading to family self-sufficiency for Californians’ English Language Learners; justice-involved individuals; opportunity young adults and veterans who face systemic barriers to employment. The intent is to strengthen regional workforce ecosystems through targeted investments and collaboration in education, training, and supportive services. The ten ETPP PY 25-26 awardees will focus on a strategic initiative to expand access to high-quality, career-connected learning opportunities for Californians facing systemic barriers to employment.
The EDD expects the performance period to be 18-24 months. A list of the awardees and descriptions of their projects is available on the EDD Workforce Development Solicitations for Proposals webpage.
