The Employment Development Department (EDD), in close collaboration with the California Labor and Workforce Development Agency (LWDA), is excited to announce the availability of up to $1.5 million in funding through the Workforce Innovation and Opportunity Act (WIOA) Governor’s Discretionary 15 percent funds. This funding will be used to provide technical assistance and developmental evaluation (TADE) to awardees of the PY 25-26 Employment and Training Pathways Program (ETPP) grants. The selected Employment Pathways Technical Assistance (EPTA) awardee for this initiative will act as a learning partner to ETPP grantees, supporting them in refining program design, identifying implementation challenges, and using real-time data to inform decision-making.

Additionally, they will play a crucial role by conducting a thorough analysis of these programs, ensuring that the evaluation pursues the highest standards of rigorous, transparent, and reproducible outcomes. The selected EPTA awardee will simultaneously convene and coordinate a cross-program community of practice (COP) that brings together technical assistance (TA) providers from various state-funded workforce programs.

Eligible Applicants

Applicants must have the capacity, relationships, and expertise to deliver TADE to PY 25-26 ETPP grantees and coordinate a COP with other TA providers across the state. Proposals will be accepted from Community Colleges, Institutions of Higher Education, Adult Education Providers, Education and Training Providers, Community-based Organizations, Private Non-profit Organizations, Labor Organizations, and Workforce Intermediaries. Individuals are not eligible to apply.

Deadlines and Important Dates

  • Proposal Submission: Proposals must be received by 3 p.m. PST on February 3, 2026.
  • Informational Webinar: An informational webinar will be held on January 13, 2026, at 1:30 p.m. PST. Attendees must register by 9 a.m. PST on January 13, 2026.
  • Notice of Intent to Apply: The EDD encourages applicants to submit a Notice of Intent to Apply by email to WSBSFP3@edd.ca.gov by noon PST on January 16, 2026.
