Issuance of Non-Domiciled Commercial Drivers Licenses

The U.S. Department of Transportation (DOT) announced an interim final rule regarding who qualifies for a non-domiciled commercial driver’s license.

The new rule amends Title 49 Code of Federal Regulations Parts 383 and 384 and limits the eligibility for commercial learner’s permits and licenses to persons with specific employment based, lawful immigration status. The changes also mandate the cancellation or downgrade of certain existing licenses. As a result, individuals who previously qualified under broader immigration categories may no longer be eligible.

Workforce Development partners should review and understand the new rule and adjust training and job placement strategies to ensure participants are informed about these changes.
