The Employment Development Department (EDD), in coordination with the California Labor and Workforce Development Agency (LWDA), is pleased to announce the availability of up to $1 million from the State of California General Fund for the Displaced Oil and Gas Workers Fund (DOGWF) Evaluation and Technical Assistance (ETA) Solicitation for Proposals (SFP) for Program Year 2023-24 (PY 23-24).

The selected DOGWF ETA PY 23-24 awardee will be responsible for providing meaningful ETA to the DOGWF PY 23-24 program awardees. Their responsibilities include guiding, supporting, and accelerating employment and re-employment strategies for displaced oil and gas workers across diverse industries. The ETA services for this grant will be concentrated in Kern, Los Angeles, Contra Costa, and San Luis Obispo counties, ensuring focused support for impacted communities.

Eligible applicants for the DOGWF ETA PY 23-24 SFP must demonstrate the capacity, relationships, and expertise required to deliver the ETA services to grantees statewide. Proposals from non-profit or for-profit consulting, technical assistance, evaluation and capacity building organizations, labor organizations, community colleges, adult education providers, workforce boards, and education and training providers will be considered. Collaboration with partners or forming a team to provide the full scope of ETA services for the DOGWF programs is encouraged. Individuals are not eligible to apply. The ETA provider must reside within the US and have proven experience working with dislocated workers, along with demonstrated capacity to provide ETA to the program awardees in California.

Proposals must be received by 3 p.m. PT on July 22, 2024. An informational webinar will be held on June 25, 2024, at 1:30 p.m. PT. Pre-registration is required for all attendees by 9 a.m. PT on June 25, 2024.
