Workforce Innovation and Opportunity Act (WIOA) state performance is assessed annually as part of the performance accountability requirements established in WIOA Section 116. The results of the WIOA annual state performance assessments for Program Year (PY) 2023 are summarized below, in accordance with Training Employment and Guidance Letter (TEGL) 11-19, Change 2, Negotiations and Sanctions Guidance for Workforce Innovation and Opportunity Act (WIOA) Core Programs, and Training and Employment Notice (TEN) No. 04-24, Workforce Innovation and Opportunity Act (WIOA) Core Program Performance Accountability Assessment.
For PY 23, the DOL is only requiring states to achieve a performance score of 50% or higher for the following performance measures:
- Employment Rate 2nd Quarter After Exit
- Employment Rate 4th Quarter After Exit
- Median Earnings
- Credential Attainment (Title I only)
Additionally, for PY 23, the DOL is requiring Title III to achieve a performance score of 90% or higher for the Overall Program Score.

As described in Calculating Local Area Performance and Nonperformance (WSD20-02), the state calculated the Local Workforce Development Areas (Local Areas) PY 23 performance scores, found in the attachment.
For PY 23, nonperformance occurs when the performance score for any the following performance measures is below 50%:
- Employment Rate 2ndQuarter after Exit
- Employment Rate 4th Quarter after Exit
- Median Earnings
- Credential Attainment
A Local Area’s performance outcome is essential in determining its continued designation and whether sanctions should be applied for nonperformance. For more information about how sanctions will be applied when Local Areas are nonperforming, review WSD20-02.
