English Language Learners to Get Jumpstart Toward Better Careers in High-Demand Industries with Integrated Education Training

Registration open for informational webinar on grant opportunity

SACRAMENTO - The Employment Development Department (EDD), in coordination with the California Labor and Workforce Development Agency, announces the availability of $18 million in funding to help prepare workers with limited English proficiency for jobs in growing and sustainable regional industries.

“Job seekers who are English learners often face more barriers to employment than other individuals,” said EDD Director Nancy Farias. “California is working to make sure that everyone in our workforce has equal access to training and employment opportunities.”

State of California General funding is available for the English Language Learner (ELL) Integrated Education and Training (IET) program through a competitive grant solicitation for proposals process. The state is looking for partners in this effort and ELL IET funds will be awarded to support design, development, and implementation of projects that expand IET course offerings across the state and accelerate employment and reemployment strategies.

The ELL IET integrates adult education and literacy activities including English language instruction, adult basic education, and high school diploma or its equivalent with employable skills and workforce training activities in a specific occupation.

The initiative focuses on projects using sector-based strategies to develop new IET course offerings in partnership with employers and education providers, while applying best practices and evidence-based strategies to support these individuals with full wrap around services through their participation in the program. Through this program, participants will obtain occupational skills for living wage jobs within in-demand industries.

Proposal applications will be accepted from community-based organizations, adult education providers, California Community College districts or colleges, other education or training providers, labor organizations and labor-management partnerships, workforce intermediaries, and local workforce development areas. Individuals are not eligible to apply.

Proposal Timeline:

  • Informational webinar: Wednesday, February 15, 2023
  • Notice of Intent to Apply: Wednesday, February 22, 2023
  • Proposals due: Monday, March 6, 2023

The informational webinar will provide an overview of the program’s goals and objectives, and its proposal application requirements. Pre-registration for the informational webinar is required. The Webinar Registration is open until Tuesday, February 14, 2023, and has limited spots available.
