How to Use the State Information Data Exchange System Web Service
If you want to use the State Information Data Exchange System (SIDES) Web Service, follow the steps below. This system helps you quickly and safely share information with us.
Step 1: File a Power of Attorney (POA) Declaration
If you are a Third-Party Administrator (TPA), you must register as a counseling service agent with us. You also need a current Power of Attorney Declaration (DE 48) (PDF) on file for each business you represent.

Note: Employers do not need to complete this step.
Step 2: Sign a Participation Agreement
Contact the National Association of State Workforce Agencies (NASWA) to complete a participation agreement. NASWA will provide you with your broker ID.
Step 3: Finalize Your Participation
After you complete the agreement with NASWA, both NASWA and EDD will contact you to finish setting up your SIDES Web Service access.
Step 4: Complete System Testing
To make sure everything works correctly, you must complete two types of testing:
Certification Testing: Confirms your system can connect to the national SIDES Broker.
End-to-End Testing: Makes sure you can receive email notifications and respond to information requests.
Step 5: Start Using SIDES Web Service
Once you finish all the steps, you can start using the SIDES Web Service.
Keep in mind that this system reduces, but may not completely stop, the paper Notice of Unemployment Insurance Claim Filed (DE 1101CZ) forms you get. If you receive a paper form, be sure to complete it and return it to us within 10 days of the mail date on the form.
Keep Your Client List Updated
Make sure the EDD has your current client list. If we can’t confirm your connection with a client, the client will get a paper Notice of Unemployment Insurance Claim Filed (DE 1101CZ) (PDF) form and won’t be able to use SIDES.
