The Employment Development Department (EDD), in coordination with the California Labor and Workforce Development Agency (LWDA), has forecasted a list of Workforce Innovation and Opportunity Act 15% Solicitations for Proposals (SFPs) that are anticipated to be released during the 2026-27 program year. The anticipated grant opportunities, release dates, and award amounts are estimates and subject to change without notice.
Farmworkers Advancement Program (FAP) – Round 4
Anticipated release: September 2026
A total of $10 million will be available for the fourth round of the Farmworkers Advancement Program. The FAP funds will be awarded to research, design, and implement projects that focus exclusively on farmworker needs at a regional level by offering essential skills training to continue working in the agricultural industry or prepare farmworkers for employment outside of the agricultural sector.
There will be one funding track for all projects:
- Applicants can apply for up to $1,000,000 for programs that demonstrate a track record of workforce outcomes. EDD estimates 10-15 awards.
Emergency Medical Services Technical Assistance (EMS TA) Grant
Anticipated release: September 2026
A total of $1.5 million will be available to ensure the expansion and replication of the Targeted EMS Corps Alameda County Model, throughout the state of California. The grantee will provide administrative support to ensure equitable implementation of the model in all pre-designated pilot sites. The grantee will oversee ongoing pilot site performance and provide technical assistance to ensure grantees are continuing to develop the model. The EDD will award 1 organization under this solicitation.
Emergency Medical Services (EMS) Program Year 2026-27 – Round 3 Funding
Anticipated release: September 2026
A total of $8.5 million will be available for pre-designated EMS pilot sites. The Public Works Alliance (PWA) has selected 10 sites for additional funding under this SFP to provide operations funds for new Emergency Medical Technician training programs. The EDD anticipates 10 awards.
Employment and Training Pathways Program (ETPP) – Round 2 Grant
Anticipated release: September 2026
A total of $17 million will be available for a second round of program projects. The ETPP Round 2 seeks proposals that employ strategies expanding access to high-quality, career-connected learning opportunities for Californians. Target populations include Individuals on public benefits, individuals with disabilities, English Language Learners (ELLs), justice-involved individuals, opportunity young adults (OYA) who are not working, working in low-wage occupations, have a pattern of intermittent employment, or are not in school, and veterans who face systemic barriers to employment. The ETPP aims to train and place individuals in the target populations into jobs and career pathways, leading to family self-sufficiency, and to strengthen regional workforce ecosystems through targeted investments and collaboration in education, training, and supportive services. The EDD anticipates 8-32 awards.
