The Employment Development Department (EDD), in coordination with the Labor and Workforce Development Agency, announces the availability of up to $17 million in Workforce Innovation and Opportunity Act (WIOA) Title I Governor’s discretionary funds, made available through the Employment and Training Pathways Program (ETPP) for Program Year 2026-27 (PY 26-27) Solicitation for Proposals (SFP).
The ETPP is a strategic initiative designed to expand access to high-quality, career-connected learning opportunities for Californians who face systemic barriers to employment. Building on the lessons learned from prior investments, leveraging other state investments, aligning with the Governor’s priorities, and informed by stakeholder feedback, the ETPP aims to train and place individuals in jobs and career pathways leading to family self-sufficiency, and strengthen regional workforce ecosystems through targeted investments and collaboration in education, training, and supportive services.
These programs will serve six of California’s most vulnerable populations: English Language Learners (ELLs); justice-involved individuals; individuals with disabilities facing barriers to employment; opportunity young adults (OYAs) who are not working, working in low-wage occupations, have a pattern of intermittent employment, or are not in school; veterans; and individuals on public benefits facing new work requirements, helping them achieve economic self-sufficiency and life stability.
Eligible applicants include Local Workforce Development Areas (Local Areas) or boards, adult/education and training providers, community colleges, private non-profit organizations, labor organizations, tribal organizations, faith-based organizations, public agencies (local governments), and community-based organizations (CBOs). Individuals are not eligible to apply.
Two informational webinars are scheduled for October 20, 2026, at 10:00 a.m. and 2:00 p.m. PT. Pre-registration is required. Please register using the registration link for either Webinar #1 or Webinar #2 by October 20, 2026, at 9 a.m. PT. The EDD encourages applicants to submit a Notice of Intent to apply by October 23, 2026, at 12 noon to WSBSFP3@edd.ca.gov.
Proposals must be received by 11:59 p.m. on November 9, 2026.
