Simplifying Our Unemployment Certification Questions

Losing your job is stressful. We’re working to make managing your unemployment benefits as simple as possible, so you can focus your energy on what matters most — finding your next job opportunity.
We’ve made it easier to certify for unemployment benefits online with new simplified questions, instructions, and guidance — all based on customer feedback and research.
When you receive unemployment benefits, you are legally required to certify every two weeks. Certifying means answering basic questions to tell us that you’re still unemployed and eligible to receive benefit payments. You’ll first certify for benefits about two weeks after we process your application, and again every two weeks.
We heard from customers that it’s not always clear what information we’re looking for and some of the questions were confusing. So, we did an extensive assessment of the whole certifying experience — analyzing 45 screens and more than 1,740 lines of content to pinpoint opportunities for improvement.
Simpler Questions Means More Accurate Answers
Our updates make the questions and instructions clearer so you can understand what’s being asked and respond with confidence, improving the overall customer experience. The changes feature:
- Simpler questions: We updated the main questions, along with follow up questions using plain language and more simple terms.
- Clearer help: We added helpful details and information to guide your answers. That way you aren’t guessing how to answer the questions, or what information you’re required to give us.
- More confidence: Clear questions and step-by-step guidance help you answer accurately the first time and feel confident that you’re doing it right.
- Fewer calls: As required questions and instructions become clearer, you may not need to call us for help in completing the certification, reducing demand on our contact center.
- Faster payments: Accurate answers help us process your certification faster and avoid payment delays when we have to seek clarifications from you to determine eligibility.
To get a better sense of the improvements made in the online certification experience, one question to highlight is question two. You can see the before and after below. To simplify and clarify the question, we made these changes:
- The options were updated with more information to directly answer the question.
- Instead of side by side, the options are shown vertically.
- Informational text was added under the question to provide more help.
Was there any reason (other than sickness or injury) that you could not have accepted full-time work each workday?
- Yes
- No
Were you not available to work full time for a different reason?
If you were not available to work for a reason other than being too sick or injured, select Yes.
- Yes, I was not available to work.
- No, I was available to work or start a new job, if offered.

This update was designed with you in mind from the start, making it easier for you to provide clear answers and feel confident in the information you give us. In some cases, we now offer more information to help you understand how to best answer a question, like a new list of examples that accompany the revised question three.
These new simplified questions and instructions follow our recent release of a Weekly Reporting Tool to help accurately respond to question six in the certification experience. While collecting benefits, you’re required to report work and wages to help us assess whether such earnings would reduce a benefit amount. We’re finding the new tool is successfully helping unemployed workers accurately provide the needed information.
How to Certify for Unemployment
Certifying online through myEDD is the fastest way to certify for your unemployment benefits.
- Log in to myEDD
- In UI Online, select Certify for Benefits.
- You will see this when you have weeks to certify.
- Answer Certification Questions
- Answer questions to confirm that you’re eligible for unemployment benefits.
- Provide information about your search for work, any school or training you’ve started, and any wages earned.
- Review Your Answers and Submit
- Before you submit, take a moment to review your answers.
- It’s important to answer the questions correctly and accurately to avoid payment delays and having to provide additional information to EDD.
