The U.S. Department of Labor (DOL) issued Training and Employment Notice (TEN) 01-26: Public Workforce Training for Acquisition of a Commercial Driver's License (CDL). The TEN provides guidance for workforce partners on the English language proficiency requirements when assisting individuals seeking CDL training paid with federal workforce funds.
TEN 01-26 clarifies that job seekers enrolling in CDL training must meet all federal and state requirements before obtaining a CDL. Federal rules require commercial drivers to read and speak English. Drivers must be able to read and understand road signs, answer questions from law enforcement and other officials, and complete required forms and records.
In California, the Department of Motor Vehicles (DMV) oversees the CDL program. The DMV provides information on applications, tests, medical requirements, and the Commercial Driver Handbook. Workforce partners should refer to current federal and DMV guidance to help individuals prepare for CDL training and employment.
Workforce partners must assess and verify English proficiency early in the process. Local Workforce Development Areas, grant recipients, and training providers should review their CDL training practices and make any necessary updates to ensure that individuals can meet all federal and state CDL requirements before starting training.
Workforce partners should also share this information with relevant America’s Job Center of CaliforniaSM staff, so guidance is applied consistently.
