Annual Reporting Timeline for PY 2025

Per Performance Guidance (WSD24-07) and Training and Employment Guidance Letter (TEGL) 10-16, Change 3 (PDF), the Employment Development Department (EDD) is responsible for submitting California’s participant and performance data to the Department of Labor (DOL) annually by October 1st. The EDD established the reporting timeline below for the Program Year (PY) 2025 Workforce Innovation and Opportunity Act (WIOA) Annual Report.

The following are key dates for PY 2025 annual reporting in CalJOBSSM and to the DOL:

End of Year Reporting Timeline

Date Action
July 1, 2026 The EDD will request the California base wage from the CalJOBS vendor and submit them for matching against the employer wage file.
July 15, 2026 Employer wage match data will be reported in CalJOBS.
July 31, 2026 All participant data must be reported in CalJOBS to meet the 30 day lockdown policy referenced in CalJOBS Participant Reporting (WSD20-10).
August 3, 2026 The EDD will begin to submit the 4th quarter Participant Individual Record Layout (PIRL) file to DOL.
August 14, 2026 4th quarter Quarterly Reports due to DOL.
August 31, 2026

Last day for Local Areas to:

  • Submit Data Change Requests (DCRs), following Data Change Request Form Procedure (WSD18-02), to correct or update data for the PY 2025 Annual Report.
  • Input supplemental wage data, Measurable Skill Gains, and Credential Attainment data for participants included in the PY 2025 Annual Report.
Guidance related to acceptable supplemental wage data under the WIOA can be found in TEGL 26-16, Change 1 (PDF).
August 31, 2026 Any Local Area with a Pay-for-Performance contract must submit the Pay-for-Performance Report (ETA 9174), to wsbmanageperformance@edd.ca.gov.
September 1, 2026 The EDD will begin to submit the PY 2025 Annual PIRL file to DOL.
October 1, 2026 The PY 2025 Annual Report is due to DOL.
