The US Department of Labor (DOL) Employment and Training Administration (ETA) announces the availability of $90 million in funds for the YouthBuild Program. The maximum award is $1.5 million, and the DOL anticipates 75 projects will be funded.
YouthBuild funds the implementation of pre-apprenticeship program models that prepare opportunity youth ages 16-24 for Registered Apprenticeship Programs. These programs will provide participants with education, occupational skills training, leadership development, and placement services in construction and other in-demand industries to address the needs of young people in low-income communities, including employment and affordable housing. Applicants must have well-established partnerships in place prior to the grant award in order to connect participants to vital services through partnerships between the public workforce development system, education and human services systems, and labor and industry. A match commitment of 25 percent utilizing non-federal funds is required of all applicants except for Tribal entities.
Eligible applicants for this grant are entities providing services under the Workforce Innovation and Opportunity Act (WIOA), including local workforce development boards or one-stop career centers. Labor organizations such as unions, councils, federations, or centers; educational institutions, local school boards, community colleges, and public school districts; community action agencies or community development corporations; and state or local housing development agencies are also eligible. Indian or Native American entities eligible under WIOA Section 166 and state or local youth service conservation corps are eligible to apply. Community and faith-based organizations, non-profits with 501(c)(3) status, and any public or private non-profit entity eligible to provide education or employment training under a federal program and that can meet the grant requirements is also eligible. The closing date for receipt of applications is January 21, 2022.
