The Employment and Training Administration (ETA), U.S. Department of Labor (DOL) announces the availability of $3-3.5 million in funds authorized by the Workforce Innovation and Opportunity Act (WIOA) Dislocated Worker National Reserve funding for technical assistance and Title I of the DOL Appropriations Act, 2021. This cooperative agreement will establish and operate a Workforce System Technical Assistance (TA) Collaborative over a three-year (36 months) performance period with an anticipated start date of February 2022.

The Workforce System TA Collaborative is an entity or consortium of partners that, in close coordination with DOL, will plan, develop, and deliver TA to public workforce systems to improve the quality of employment and training services provided to the nation’s job seekers and employers. The collaborative will assist grantees in complying with federal requirements and achieving equity in service delivery and outcomes for people of color and historically marginalized populations, including individuals with disabilities. In addition to proactive TA, the collaborative will facilitate peer learning and information sharing, provide access to subject matter experts to increase the workforce system’s efficacy and performance, and offer assistance applying evidence-based practices to improve system effectiveness.

Eligible applicants must be organizations that possess the internal capacity, external relationships, and expertise in workforce development that will enable them to deliver TA services on a national, system-wide scale to the public workforce system. Entities include non-profit organizations and for-profit businesses; educational institutions, including community colleges, universities, research institutions; labor organizations or trade unions; state government and state workforce development boards; private institutes or independent policy research organizations. The application due date is November 8, 2021, by 4:00 p.m. ET.
