Prison to Employment Initiative – Request for Information

Workforce Services Information Notice
WSIN20-10

Issued: September 3, 2020

The California Workforce Development Board (CWDB) is interested in contracting with a qualified research organization(s) to help evaluate the Prison to Employment (P2E) Initiative. The research organization will have an opportunity to produce a rigorous evaluation of grant efficacy, including assessing the degree to which grantees effectively provide services to formerly incarcerated and justice-involved individuals, the extent to which grant participants find employment, and to the degree feasible, whether the grant program reduces recidivism.

In June 2018, Governor Edmund G. Brown, Jr. signed the Budget Act of 2018 (Senate Bill 856), which provided $37 million in state General Funds to establish the P2E initiative. This funding is intended to support regional planning efforts, fund regional plan implementation, and provide resources for direct services to the formerly incarcerated and other justice-involved individuals. It also sets aside specific resources for both supportive services and earn-and-learn activities, which were identified as a major gap by current grantees and local service providers.

Interested parties may review the Request for Information: Intent to Award to submit a response. All responses must be received by 3 p.m. PT on Friday, September 18, 2020.

If you have any questions, please contact Travis Baker at travis.baker@cwdb.ca.gov.
