Statewide Training Unit Catalog

The Statewide Training Unit (STU) offers free training to support California’s workforce development. Training is available online or in-person to organizations funded by the Workforce Innovation and Opportunity Act (WIOA).

Training topics include:

  • WIOA programs.
  • WIOA reporting and performance.
  • CalJOBS.
  • Career coaching.

Contact your Local Area’s Regional Training Coordinator or your EDD Division Training Manager to submit a request for training.

Workforce Innovation and Opportunity Act 101 Field Division

This training explains the basics of the Workforce Innovation and Opportunity Act (WIOA). It covers key terms, purpose, and how WIOA works.

Lesson A — History and Purpose of WIOA

Learn the history of workforce acts, starting with the Wagner-Peyser Act of 1933. Understand the WIOA’s goals and the services it provides for job seekers and employers.

Lesson B — The Five Titles and Six Core Programs

Discover the five titles in WIOA offered to Californians. Learn about the six WIOA goals. The lesson focuses on programs under Titles I and III in more detail, while also reviewing Titles II and IV.

Lesson C — Guidance and Implementation

Explore the federal and state-level policies that guide the WIOA. Learn the principles and terms needed to understand how WIOA is implemented.

The module gives an overview of the organizations that manage WIOA programs. It explains how these groups work together at the federal, state, and local area levels. You’ll learn how WIOA funds are assigned and distributed with help from the Department of Labor and the California Workforce Development Board.

Lesson B — Performance Indicators

Get an overview of the six performance indicators required by WIOA. Learn who is included in each performance indicator and how success is measured.

Lesson C — The Exit Clock

Understand the difference between the exit date and the exit clock. Learn what services reset the exit clock for participants.

Lesson D — CalJOBS Activity Codes

Discover how CalJOBS service activity codes identify a participant’s active and inactive status. Learn about service activity codes for individuals and employers.

Career Coaching

This module introduces the Career Development Model and its five steps. It shows how to help job seekers create a clear plan for their job search.

Discover essential interview tips and techniques for every step of the process. Review professional etiquette, dress codes, expectations, and how to handle job offer negotiations.

Elements of Performance

This module explains the performance accountability measures required by WIOA. It uses examples to outline key concepts and the terms involved in calculating six common performance indicators.

Lesson A — What Do We Mean by “Performance?”

Learn about performance accountability measures. Understand how data is collected, who uses it, and how it is reported.

Lesson B — Who’s in Performance and When Do They Exit?

Understand the difference between “reportable only” activities and those that count as “in performance.” Learn how to distinguish “reportable individuals” compared to “participants” with examples.

CalJOBS System Training

CalJOBS offers webinars and in-person training to meet the needs of users. These sessions include hands-on demonstrations for practical experience using CalJOBS.

Training covers five main areas.

This two-day, interactive training provides a general understanding of the CalJOBS system. It helps staff use a CalJOBS functions efficiently, manage caseloads, and report services under WIOA and State grant programs.

Requestors can choose one or more lessons, including:

  • CalJOBS Navigation
  • Managing and Customizing the Staff Dashboard
  • Individual Registration
  • WIOA Application
  • Participation and Activity Codes
  • Case Notes and Document Management
  • Objective Assessment Summary
  • Individual Employment Plan

  • Commonly Used Reports

This hands-on training teaches employers and workforce staff can use CalJOBS labor exchange features. It covers:

  • Posting job orders.
  • Searching for and contacting qualified job seekers.
  • Maintaining different types of employer accounts.
  • Searching for resumes and viewing labor market information.
  • Managing communication between employers, job seekers, and workforce staff.

Staff also learn how to:

  • Register employers and assist those already registered.
  • Enter employer activity codes and case notes.
  • Run employer reports.

Intended audience: WIOA Title I, WIOA Title III

This training gives business services and employer outreach staff an overview of the Customer Relationship Management (CRM) module in CalJOBS. It shows how staff can use the CRM module to manage their employer outreach efforts.

Staff will learn how to:

  • Identify the two types of employer accounts.
  • Create and manage a Marketing Lead employer account.
  • Convert a Marketing Lead into a Recruiting Employer account.
  • Record services using employer activity codes and case notes.

Intended audience: WIOA Title I, WIOA Title III

In collaboration with the Financial Management Unit, this training focuses on the financial management features in CalJOBS, including reporting functions. It covers financial management for WIOA Title I programs and special grant projects.

Staff will learn how to:

  • Request WIOA funds.
  • Submit and review monthly and quarterly expenditure reports.
  • Complete the closeout report process.

This webinar covers CalJOBS system changes or new modules specific to California. The STU offers it whenever a CalJOBS system update happens. Participants review the changes and enhancements to the system.
