The Employment Development Department (EDD) recently launched the CalJOBS Modernization Project to better align the state’s workforce programs and initiate the planning process for a new CalJOBS service contract. The current CalJOBS service contract expires in 2024.

To align workforce programs, the CalJOBS Modernization Project is partnering with the California Labor & Workforce Development Agency (LWDA) to explore ways to include data processes administered by the Department of Industrial Relations’ Division of Apprenticeship Standards, the Employment Training Panel, and the California Workforce Development Board with the CalJOBS structure. The LWDA’s goal of providing a platform for all four organizations to share data is called the California Workforce and Economic Development Systems (CalWEDS). The CalWEDS effort ensures the CalJOBS Modernization Project solution can integrate and interface with the systems used by all four organizations.

CalJOBS currently uses an integrated web-based portal for labor exchange, case management, and subgrant administration to support California’s workforce programs. These programs include the Workforce Innovation and Opportunity Act Title IB and Title III Wagner-Peyser, and other federal and state workforce-related programs. CalJOBS is the State of California’s recognized “system of record” for participant tracking, and federal and state reporting for many of these programs.

To move forward with the planning and implementation of a new contract, the EDD must complete the required four stages of the California Department of Technology’s (CDT) project approval process, known as the Project Approval Lifecycle (PAL). The PAL provides an in-depth analysis of the CalJOBS business requirements while ensuring clear objectives, costs, schedules, and compliance with state policies. Each stage requires the CDT’s review and approval.

Stage 1 – Business Analysis, which determines the need for the project, project objectives, the potential impact on CalJOBS users and stakeholders, and available funding sources is complete and with the CDT for review and approval.

Stage 2 – Alternatives Analysis, which documents the general business requirements of the CalJOBS system, market research methods, and solution recommendations, is currently in progress. The EDD will engage and collaborate with system stakeholders over the next several months to ensure system business requirements are representative of stakeholder needs. In addition, a Request for Information to gather general information about possible workforce solutions will be released in the near future.

Stages 3 and 4 include procurement and solicitation, documenting detailed business requirements, selecting a vendor, creating timelines for transition to the new solution, and collecting final approvals. The EDD will provide updates to system stakeholders as we move through the stages.
