How to Report School or Training

You will report school or training when you file or reopen a claim or when you certify for your benefit payments. You will only report school or training during the week you actually started attending.

The Employment Development Department (EDD) offers three methods to Certify for UI Benefits: UI OnlineSM, EDD Tele-CertSM, and by mail.

The table below tells you how to report school or training based on your type of school or training.

EDD Approved Training: California Training Benefits (CTB)

  • California Work Opportunity and Responsibility to Kids (CalWORKs)
  • Journey Level Union Members
  • Journey Level Trade Association Member (JLTAM)
  • Employer Sponsored Training
  • State/Federal Approved Apprenticeship Training
  • Employment Training Panel (ETP)

State Approved Training: apprenticeship training, union, or non-union journey level training

Submit your training competition certificate:

  • If you certify by mail, submit the certification with your Continued Claim Form (DE 4581). 
  • If you certify on UI Online, mail the certificate within 5 days of certifying to:

    West Sacramento, CA 95798-9057

Workforce Innovation and Opportunity Act (WIOA)

  • For the WIOA program, your Career Planner at the AJCC will fax a Training Enrollment Verification (DE 3422D) form to the EDD.

Trade Adjustment Assistance (TAA)

  • For the TAA program, your TAA Specialist at the AJCC will email a Training Enrollment Verification (DE 3422TAA) form and fax a training contract to the EDD.

Any other school or training program

  • Eligible Training Provider List (ETPL)
  • Single Credential Training for Teachers
  • Self-Arranged Training

Note: If you have not been submitting your weekly claim certifications because your balance is zero and the claim has not expired, submit a question using UI Online or over the phone.

Reporting School or Training Examples

When certifying for benefits, you will report school or training by answering “Yes” on Question 5. If you use your UI Online account to certify for benefits, you may be asked to respond to clarifying questions to help the EDD determine your eligibility for benefits.

Below are examples to help you complete your certification for benefits using UI Online.

Note: The examples also apply to certifying by phone or by mail.

EXAMPLE 1: YOU BEGIN ATTENDING SCHOOL OR TRAINING

Answer “YES” if you began attending school or training during the week indicated on UI Online. 
Note: Only answer “YES” if your first day of a new term or a new class is within the week.

EXAMPLE 2: YOU DID NOT BEGIN ATTENDING SCHOOL OR TRAINING

Answer “NO” if you did not begin attending school or training during the week.

EXAMPLE 3: YOU ARE NOT AVAILABLE FOR WORK, DID NOT SEEK WORK, AND BEGAN ATTENDING SCHOOL OR TRAINING

Answer “YES” to Question 2, “Was there any reason (other than sickness or injury) that you could not have accepted full-time work each workday?”
Answer “NO” to Question 3, “Did you look for work?”
Answer “YES” to Question 5, “Did not begin attending any kind of school or training?”
If you answer out of pattern, you will be asked to respond to clarifying questions to help the EDD determine your eligibility for benefits.
