FAQ - Reporting Independent Contractors (DE 542) Online (iICR)

What is the iICR program?

The Internet Independent Contractor Reporting (iICR) is a secure program for any business or government entity to submit their Report of Independent Contractor(s) (DE 542). The iICR program uses a step-by-step approach that allows you to submit up to 30 independent contractors in one submission. You can also get online help and answers to questions for completing your reports and submitting them online.

How do I enroll for this program?

You can enroll for our e-Services for Business program using the following steps:

  1. Go to the EDD Home Page.
  2. Select Payroll Taxes.
  3. Select e-Services for Businessin the Important Links.
  4. Select e-Services for Business Login.
  5. Select Enroll for a username and password to begin the enrollment process. Once you successfully enroll, an e-mail will be sent to you to verify your e-mail address. You must select the link within the e-mail to complete the enrollment process. The link expires in 24 hours. If you do not verify your e-mail address within 24 hours, you will need to restart the enrollment process on the next day.
  6. Once the link has been selected, you will be taken to an “Enrollment Verification” page. The Enrollment Verification page will have links to open a new EDD employer account or you can continue on to e-Services for Business.

    For new employers:
    If you need an employer payroll tax account number, go to e-Services for Business and select “Employer Payroll Tax Account Number Registration.” If you are not sure if you need an employer payroll tax account number, read Am I Required to Register as an Employer?

    If you already have an employer payroll tax account number:
    To log in, select e-Services for Business and go to e-Services for Business Login. If you do not remember your employer payroll tax account number, Contact Us.

    For payroll agents:
    To log in, select e-Services for Businessand go to e-Services for Business Login. If you have any questions, please Contact Us.

Can I save the Report of Independent Contractor(s) (DE 542) and submit it at a later time?

Yes, you may save your DE 542 at any time as a draft. To access your draft, select “File Rpt. Of Ind. Contractors” and select the “Edit” button next to the draft in the drafts box.

Can I access a Report of Independent Contractor(s) (DE 542) that was previously submitted?

Yes, you can view and/or print DE 542s that were submitted through this program for up to six quarters. To access your report, select “File Rpt. Of Ind. Contractors” and select the “View” or “Print” button next to the report in the submissions box.

How do I correct a Report of Independent Contractor(s) (DE 542) that was already submitted?

If you need to correct information already submitted, you can submit the independent contractor information again with the correct data.

I forgot my username. How can I recover it?

  1. Access e-Services for Business Login page.
  2. Select “Forgot username?”
  3. Enter first name, last name, e-mail address, and the last four (4) digits of your social security number.
  4. Answer Security Questions

You will then receive an e-mail with a link to confirm your e-mail address. Select the link to complete the username recovery process. The link will expire in 24 hours. If you do not respond in 24 hours, you will need to restart the username recovery process.

You must use a browser that supports 128-bit encryption. If your browser states that you cannot login, you may need to update your browser.

This website is best viewed using Internet Explorer 8.0 and higher. If you do not have any of these versions, they can be downloaded from http://www.microsoft.com/windows/internet-explorer/.

The e-Services for Business program to file the Report of Independent Contractor(s) (DE 542) is available from 5 a.m. to 12 midnight, Pacific Time, 7 days a week.

Are e-Services for Business programs secure?

The EDD has instituted a network of distributed security to ensure the protection of information throughout e-Services. This may include the exchange of confidential information requiring that a user login to a secure site. The self-selected username and password and any information you send to the EDD is encrypted. See below for additional information on the EDD Systems and Internet Security.

  • The EDD uses state-of-the-art firewall technology. This reduces the risk of attack from outside. A firewall protects the inside of the EDD’s computer systems by refusing entry to what isn’t authorized.
  • The EDD’s security team constantly monitors attempts to break into our security systems to make sure that your information is safe and secure. We scan our network regularly for potential vulnerabilities.
  • Your username, password, and any information you send the EDD are encrypted. Encryption is a process that protects information as it moves from your computer to the EDD’s computers and back again.
  • Firewalls have been placed between users and the EDD servers. They are also between the EDD servers and systems where account data is housed.
